Preheat oven to 350F.
In a large pot or dutch oven, heat oil on medium high and saute onions until translucent.
Add garlic and continue to cook for 30 seconds more.
Add ground beef breaking it apart and cook until no longer pink. Drain excess fat if necessary.
Add diced bell peppers and frozen veggies and mix.
Add Italian seasoning, black pepper, Worcestershire sauce, salt, tomato paste, uncooled rice and mix well.
Pour in beef broth, bring to a boil then reduce heat and continue to cook until done.
Remove from heat, fluff and pour into a 13x9 baking dish.
Sprinkle shredded cheese on top and return to oven until cheese melts.
