- Add ground beef and cook breaking it apart until no longer pink. Drain excess fat if necessary.
- Mix in tomato paste, sugar, Worcestershire Sauce, oregano, garlic powder, salt and pepper.
- Pour in tomato sauce and water and stir well to combine. Bring the mixture to a boil.
- Add tortellini, reduce heat to medium and cover. Cook for 7 minutes.
- Uncover and sprinkle cheese on top, cover again and continue to cook until cheese melts and bubbly.
